If you were rigidly affixed to your flotation device, you would have to push it up (against air resistance) as you jumped. This would limit you significantly.

If you were non-rigidly affixed, your jump would just &quot;shorten the tether&quot; as the balloon slowly rose (and your body rose quickly), rather than moving the whole system up.
